Rio Dell Acquires Celebrity
Looks like Rio Dell has acquired, unless I'm forgetting someone, its first celebrity. Well, at least Dr. Frank Fisher seems to be fairly well known in some circles. I'm not sure I recall hearing the name before.
What I'm wondering is why he chose Rio Dell. Why not Arcata?

Umm, that describes 99% of patient examinations at medical offices.
Why not Arcata? Because he was doling out the product of the despised pharmaceutical corporations, not the "weed of love and curer of all ills" like Dr Ken Miller. The progs in Arcata would have run him out of town in a heartbeat, but only after trashing his already spoiled reputation even further.
He can take advantage of the newly laid off Palco employees.And he certainly can dish out 215 cards to anyone of those folks as their main source of income was just robbed from them,as the quickest way for them to make a decent income is from the illegal pot industry.
Is he a Blue Cross provider?

I remember reading about this fellow when he got arrested.

Why not Arcata? Because he probably didn't feel like paying bribes to Arcata City Hall, bribes to Arcata cops, bribes to Arcata Eye and probably a kickback to the landlord as well. Rio Dell welcomes new businesses. Arcata is a scam.
Good addition to HumCo! His arrival here has raised the average IQ in both Rio Dell and Anderson.
Rio Dell is tres cheaper to live and to rent.
The better question is why Humboldt? Why - because this place is now a magnet to lowlifes who are run out of other communities.
