Arcata's Budget

So, Arcata passed their annual budget. No real news there.

What caught my eye was this paragraph:

Arcata’s total budget is $28.7 million. Of that, $8.1 million is in the general fund, which covers most city departments’ operating costs and basic services. Enterprise funds, including water, wastewater, storm drainage and transit, and Community Development Block Grant and HOME Program grants represent the remainder of the budget, or $20.6 million.


Only $8 million goes to the general fund? Wouldn't you expect it to be the other way around with the $20 million going to the general fund instead?

Are all city budgets this lopsided?

The crooks in city gov't (groves, meserve, etc) want to make sure they have enough pocket money for perks and trips overseas. all paid for at taxpayer expense.

Enterprise funds, particularly water and sewer have to meet the cost of serving the public, which is quite high. If you think about it in this context perhaps it will make sense: Police services usually make up over half of a City's general fund expenditures; however, while the pd services the city at large, you (hopefully) dont see them calling at each residence and business on a monthly basis. Water & Sewer ONTOH, are basic needs that each resident and business needs, on an ongoing basis.

Thanks for the heads up. Still, it seems pretty lopsided even with that taken into consideration.

I was thinking maybe that a lot of the money was from some kind of state financing that mandated it be used for some particular purpose so it couldn't be included in the general fund.

That is it as well. HOME grant monies, CDBG funds and other monies all have to be spent a certain way. In my experience as a finance director of a certain far away burgh (lol)
it is the enterprise funds that bring in the most revenues which cover the costs generated in serving the public.

I had a nightmare. Groves, Bravo, Douglas, Amerman,and Tad as Arcata city council. I awoke in a cold sweat and couldn't stop screaming for a good five minutes. To top it off they had made Greg Allen city attorney. I'm gonna need lots of valium to get any sleep tonight. Thank god it was only a dream...only a dream.

I heard from someone at KMUD that the reason Nick Bravo and Rob Amerman were at each others throats in the 2004 election is because they were fighting over Harmony Groves. I heard that Rob caught Nick and Harmony in a compromising position and they almost beat the crap out of each other behind Lost Coast Brewery. Any truth to this? I've also heard that Drew dumped Harmony because he caught her sending Nick Bravo some spicy emails, again this is only rumor but one has to wonder why Bravo was so lenient on Groves in the 2004 election.

On June 26th 2006, at 2:30 PM Nicholas Bravo of Lincoln Nebraska was hit by an oncoming bus at the corner of Capital Avenue. Obit to follow.
