The Santa Rosa Press- Democrat has an article on panhandling in their county with statements from those who contribute, and don't, to panhandlers. The same probably holds true for Humboldt County.

Although it is their right to panhandle, it doesn't seem like panhandling is an effective answer to a homeless person's problems. This article had some good alternative ideas. We need a think tank of smart people to provide ways to help these people become happy and productive. Maybe a paid by attendance education program to learn a trade or even just life skills?
